History: Roxy always found herself going against the grain in District six where she was born and raised. Her loud and brash nature didn't always agree with the people in charge and more then once she found herself on the receiving end of a stern lecture growing up. It drove her parents up the wall with worry that she would be arrested or worse.
But as it turned out Roxy had some particular skills that were invaluable as she grew and took her place in the society. A skilled mechanic, pilot and driver Roxy took to engineering as her specialty and happily poured her abundant energy into repairing, rebuilding and upgrading the vehicles that were put before her. An even greater thrill for her was the odd occasion she got to drive or fly one of them...but these opportunities rarely came because Roxy always liked to push her vehicles to their limits. Year after year she watched as friends and family were culled by the Hunger Games but somehow her name simply never came up. She did her best to keep spirits up by being a cheerful and rough and tumble sort of girl...but at the end of the day the world was just too dark and grim to be ignored.
The time came when she could stand it no more. Her childhood friend's son had been called to the arena and killed in the first twenty minutes. Her friend could not handle the sorrow and took her own life shortly after. Roxy wanted to be free and set into motion a plan of escape. She had not planned exactly where she would escape to but anywhere had to be better then Panem.
Her plan was simple...and ultimately foolish. She had been salvaging parts from various other machines and built herself a rocket. It took months of patient and careful smuggling and she never even got the chance to test it out, but rumor had it someone knew about her plans and so she had to leave that very night.
Strapped to her creation she took flight soaring into the night sky and for thirty minutes she felt the cool winds of freedom blowing through her hair...
...then The Capitol fighters blew her out of the sky.
Only by luck did she survive the crash landing in the canyon below. battered and bruised it looked like if the Capitol didn't catch up to her the desert would be the death of her. As it so happened though someone else found her first. A team from District 13 had been nearby and scooped her up, spiriting her away into the night. To this day she wonders if she was really so lucky to have practically landed on a squad from the long lost district...or if maybe they were the ones who had shot her down.
She was taken into District 13's custody and eventually made a part of their society. Her skills with a wrench soon found use in the engineering department, while her skills at driving and flying made her a good fall back for transport missions...though this was always met with apprehension. While Roxy is still a very skilled pilot and driver...she does tend to take more risks then is necessary.
A surprising talent she discovered however was in acting and the spreading of propaganda. In exchange for letting her live there and work on the machines she loved so much, Roxy agreed to take part as a figure head in videos encouraging the people of District 13 to stay strong and keep their chins up. While she was hardly the best spokeswoman for some messages like telling people to follow the rules, she was surprisingly effective in encouraging people to take pride in their work and have a little fun when they were allowed (during leisure time of course).
Presentation: Roxy is brash and brassy to say the least. She has no problem speaking her mind or letting people know how she feels about things and if you don't like it then tough. She is who she is and she likes who she is and has no intention of changing that if she can help it.
Despite that though she is not always rude, in fact she can be very polite when called upon. As a young and healthy woman she practices a degree of respect towards children and her elders...but that doesn't mean she'll completely bite her tongue if they say or do something she disagrees with.
She likes to appear to others like a fun, admirable woman, especially in District 13 after the videos she filmed for propaganda sake. She wants to give the appearance that she's a rougish heroic type who follows the rules most of the time but with a cheeky attitude.
Motivations: Inside Roxy is...Roxy. Every bit as wild and freedom loving as she wants you to believe, but occasionally insecure about if she's compromising her desires to get there. For example she wanted to escape the clutches of the Capitol so desperately that she left her family behind. This is something she's regretted every day since she left though she doesn't let it show to most people.
Worse still she tried to escape from the Capitol only to fall into District 13 where things are so strict and uptight they make district six look positively relaxed and laid back in their standards. She's playing along but every time a rule prevents her from doing something she feels is right a part of her burns with irritation and she feels compelled to hit or blow something up.
That's another thing...adrenaline. Roxy lives for the rush she gets behind the wheel of a vehicle. Risking her life and feeling the wind on her skin gives her a high stronger then anything she's ever felt. The only thing that comes close for her is working on engines and powerful machines. The thought alone of what those machines can do feeds her need until the next time she can take control and set to the skies or race down the road.
She is also a bit of a ham. Her pride is not to be ignored or denied and the feeling of having people look up to her and respect her is addicting.
What frustrates her is people who restrain themselves, people who lie or keep things bottled up. She can't stand not knowing what people are really thinking and it bugs her to death to think someone is holding back their real feelings because of fear or embarrassment. But most of all she can't stand bullies. She views the Capitol as a big bully that will never stop kicking sand in the peoples face because so long as the Districts can't clear their vision they can't get a clear shot.
Setting: Roxy will become more and more invested in the welfare of the other districts and the otherworlders, and her faith in district 13 will likely be tested the more questionable their methods become. She may become more reckless and fool hardy over time if she loses her sense of self preservation, or she may become more subdued if things continue to go sour for her because of her love of thrill.

First Person Thread:
For Capitols OCs and AUs: Someone asking Roxy's opinion on the new games vs. the old.
Well if you ask my opinion (And why wouldn't you? I'm fascinating) these new games are WAY more flashy then the old ones. I mean I thought we saw some creativity in the past but the monsters and machines of these latest games are absolutely mind boggling! I mean did you see that dragon? Oh what I wouldn't have given to have an hour alone with that thing and my tool box.
As for the new tributes? I didn't think people would care as much about them...but I gotta say some of those kids are down right inspirational. They little speeches they give off the cuff, the way they don't let little things like being in different districts separate them. It's heartwarming really.
So obviously I don't support the games...I mean come on look where we are. But I support the tributes 100%.
...well most of the tributes. some of them are scumbags. But ya know...lesser of two evils I guess.
Prose:
Well this is a fine mess she's gotten herself into.
When her superiors had asked her to take the lead on a possibly suicidal mission to raise the moral of District 13 higher then ever she never imagined it meant getting herself drafted into the Hunger Games.
As she planted a cocky hand on her hip and stuck out her tongue at the judges she wondered if this was how Betty's boy had felt after he'd been taken away and thrown in here to be scored. He'd always been a scrappy kid but this was intimidating to her and she was a grown woman!
Well they wanted a show so she would give them one. While she was no great shakes with a blade she knew where to put the pointy bit and surprised herself by throwing a knife in a fairly accurate arc to land in the chest of one of the practice dummies.
The judges were hardly impressed.
with a pout Roxy set to work with some of the other spare items on hand and using a pair of spears, some rope and a blanket she made herself a one shot sling shot. It wouldn't last but it would do what she needed. Piling all the knives, swords and even a mace into the blanket she pulled back as far as the spears would allow and let the pay load fly!
It didn't work nearly as well as she'd have liked, but the target was pelted and stabbed with flying blades while the mace took it's head clean off. Most of the weapons scattered hitting other targets but it was flashy to say the least.
The judges...barely spared her a look.
With a growl of irritation she scooped up a weighted ball and shot put it at the force field. It bounced off harmlessly but at least it got their attention long enough for her to make a rude gesture with both hands.
"If there's one thing I can't stand it's a rude audience!"

What is your reasoning for the capitol to include your canon doppelganger if they app in? Well Roxy Rocket's DCAU counterpart is a thrill seeking, high flying criminal who gets off on danger and near death experiences...who wouldn't want her around?
What district is your character from? six, but she is a resident of District 13 now
How do they feel about home? Despite how depressing it got, Roxy loves District six and wants to liberate it from the Capitol's harsh rule. Some day she dreams about returning to District six a proud hero. Helping them establish their own government and brokering peace between them and the other districts once the Capitol has been overthrown. As for District 13? She thinks they are too uptight and strict but she'd rather be on their side then working for the Capitol...for now.
